When countries give aid to other countries, an important question is who should decide how this aid is used. Some people think the countries giving the aid should decide because they provide the money. Others think the communities receiving the aid should decide.
I think the communities receiving the aid should have the most say.
First, local communities usually understand their own needs best. They live with the problems every day and know what is missing in their area. People outside the country might not fully understand the situation, so local communities are often better at deciding what kind of help is really useful.
Second, aid projects often work better when local people are involved in the decisions. A well-known example is the PlayPump water system project by PlayPump International. The idea was that children would play on a merry-go-round which pumped water from underground. However, in some places the pumps were hard to use, there were not enough children to turn them, and when they broke they were expensive to repair. Many communities said they would have preferred simple hand pumps. This shows that aid projects can be less effective when the people who live there are not involved in the planning.
Third, giving communities a voice shows respect and empowers people. People in poorer countries are sometimes seen only as victims who need help, but they can also be capable of finding solutions themselves. Allowing them to take part in decisions can make them feel more responsible and motivated.
However, countries that give aid should still be involved. They provide the money and resources, so they also have a responsibility to make sure the aid is used properly. The best solution is cooperation: donor countries can give support and advice, while the communities decide what they really need.
In conclusion, communities receiving aid should have the most say because they understand their needs, aid projects can work better when they are involved, and it respects their abilities. At the same time, cooperation with donor countries is important for successful projects.
