Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

I think that countries receiving the aid should have the most say in how it is used, as that is the place that is going to utilise the materials that are being sent and they understand what their country needs the most and how these materials can help their country thrive.This could also encourage the country in need to be less dependent on doner countries and think for themselves how they could use this aid to benefit their country in a great way. Secondly, it's also less wasteful as this country knows what is going on and if the doner gives something unnecessary then that's a waste that could've been avoided .However if another country or the doner country says how it should be used then they don't know that country properly ,they don't know the problems going on or the best way for those materials to be used .

Although I understand that countries giving the aid may want to have a say in how it is used as they don't want all the money they've spent or all the effort to go to waste . It is also the doner countries money and it is their decision what to do with that money. They also don't want that money to be spent on a country that doesn't really need it when there are other countries out there suffering from war ,famin and droughts that could be benefited greatly from that aid.

Overall, I believe that it is best for the country in need to decide how the money is used as the donor country has already made a decision to spend money on that country for a good reason and the country in need knows how to use the money and where it would be most benificial.
