Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

I think the party to have the most say on how aid is used is the country who benefits from it,because they undertsand better the needs of their citizens and they also understand their country better in terms of pupolation and category of people who needs the aid most.
The sponsor party cannot be in a position to know what problems are are people in those poor countries facing and the their priorities too.
its not fair for the donor countries to impose their policies before consulting the affected countries,though they can give guidelines and the much they can offer them but not dictate how to be applied.
