Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

The best way to give international aid is to let the people who actually live in the community decide how it should be used, while the countries giving the aid help out with money, supplies, and advice.
The people who live there know what they really need and what will work best for them. Donor countries can make sure the aid is used properly and help with things the community might not have the tools for.
When both sides work together, with local people in charge and donors supporting them, the aid is more useful, lasts longer, and respects the people it’s meant to help.
