Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

who should have the most say in how the aid is used? The countries giving the aid or the countries receiving it?
people might think the country receiving aid should decide what they should spend the money on, because how does the country giving aid know what to spend the aid on? Your right, they do not so the country receiving the aid for example, have leaks or it is hard to get education, and they can spend the aid on those type of things.
However, people might disagree because the country that is giving the aid has the right to have a say, as the CST animals say “everyone should have a say” it is their money, I can understand why people are unhappy that they can not choose what they should spend their money for the other country for. But then again it is their opinion.
My opinion.
Personally, I think the country receiving the aid should decide what to spend it on, because the country giving the aid might decide to spend it on education when the education is completely fine, but I can understand why people might disagree with me and that is completely fine, that is your opinion not mine.
