Do international alliances always make the world safer, or can they sometimes lead to more tension?

Some people argue that international alliances always make the world safer, but in my opinion they sometimes lead to more tension.

To support my point of view I'd like to start by saying that every alliance has a competitor and in the blink of an eye the competitor can turn into an enemy. For example, when the Soviet Union got dissolved so Russia was no longer part of it, Russia became a country with which NATO states had good relations, but fast forward thirty years and every NATO country has a bad relationship with the Russian Federation.

Secondly, if there were two major alliances in the world and they each had an article that stated that if one of their members is attacked then they all have to attack the agressor, then a conflict between the two alliances would begin, leading to a world war, just like what happened with World War I.

Lastly, even if you are part of an alliance, the balance of power is always in favour of the stronger member(s), and certain other members may feel intimidated, also based on prior actions of individuals in the alliance. For example, pacts may be ignored and a perfect example is the alliance between the Soviet Union and Germany between 1939 and 1941. They had a non-agression treaty and protocols to split Poland and Eastern Europe. The treaty failed due to different opinions on politicial structures and because of distrust. In the end, the USSR joined Germany's ennemies. This shows that when an international alliance disbands it can create more tension.

Some people may say that if a country joins an alliance with a very strong member, their ennemies will back away. But if the agressor knows it is stronger than the alliance, it won't back away and instead push the said country.

In conclusion, an international alliance is very hard to maintain and for members to keep a place in it.
