Do international alliances always make the world safer, or can they sometimes lead to more tension?

In my opinion international alliances lead to more tension rather than making the world safer. Even if having allies intimidates enemies into not attacking you, joining an alliance can scare other countries. In 1999, Poland, Hungary and Czech Republic entered NATO to prevent being attacked by Russia. To do this, the head of government sent a letter to the head of NATO, in receiving the permission to be a member of the alliance. Russia acted immediately by saying it was going to act defensive. If a strong country enters an alliance, the other members will think "Why is this country entering an alliance to protect itself from being attacked by another country that threatens it? It's a bit scary. It means the attacker is stronger than them and if they join us, it could destroy us all if we're not strong enough!"
Some alliances are created or appear to be created to prepare for war. From 1954 to 1967, something unusual and unique happened: in that period was born The Major Conflict of the world known as The War of BRICS. BRICS is an alliance that was made to block important institutions like IMF (an institution that provides technical assistance in physical policies in order to elevate the countries it provides, stronger and safer). BRICS is formed by 5 countries: Brazil, Russia, India, China and South Africa. They did this only to become the most technologized alliance by 2050. To protect countries against BRICS, some alliances were created like NATO (North Atlantic Treaty Organization) and AUKUS (a strategic security pact focused on the Indo-Pacific to counter China's expanding influence).
Even if alliances were created to protect people and be peaceful, there's no certainty that they will remain peaceful. Take for example NATO. We're not sure if it is as safe as people say as only a week ago, US and Israel attacked Iran. This proves that there's no certainty that the world will remain peaceful with it, even if countries signed a contract that says they will protect each other and not harm any innocent country (article 5).
So in conclusion international alliances can make the world safer because it's less likely to be invaded when you're part of one, but it can also lead to more tensions that cause harm to some countries.
