Do international alliances always make the world safer, or can they sometimes lead to more tension?

I think the original intention of forming international alliances was a good idear because it makes the worlrd safer, boost economy of member countries among other benefits,however the idear has been weaponised against other states which brings more troubles to world peace and coexistence.

If we look back at the history of World war 1 it was the alliance that caused the war to take place,If we consider again now the NATO issue, this has led to fights taking place currently in middle east and other regions in the world.Alliances is not the only option for peace and if has to be, i think the rules governing these alliance need to reviewed at the highest level.

My other opinion is African countries and other less developed nations should be exempted from joining these alliances and treated as special group becuase we will suffer for nothing.African countries are still struggling to develop hence we cannot qualify to join these alliances at the moment untill we reach that level.
