Do international alliances always make the world safer, or can they sometimes lead to more tension?

I think that international alliances leads to more tension because a country may feel excluded and start being enemies with the alliance .Why else I think this is because countries that are not in the alliance will feel jealous the alliance is becoming more and more powerful.

An example that makes me think that alliances cause more tensions is the war between Russia and Ukraine;Russia won't let Ukraine join the NATO which is a powerful alliance that is enemies with Russia.Additionally, countries won't join an alliance if their enemy is a member.

People who disagree will say alliances make people feel safer because of the other countries in the alliance however,only the people of the countries that are part of the alliance will feel safer and the majority of the world will be in tensions.

To conclude not all countries in an alliance will feel safe because the may be kicked out .So this is why I think that alliances cause more tension between countries.
