Can technology make sports more equal, or does it only widen the gap between competitors?

No I think that sports technology makes sport more unfair and widen the gap between competitors as some countries have access to abundances of technology that can improve and not sure the gift. However other countries don't even have time to worry about things like the Olympics because of issues like war money and famine so I think this is a very unfair advantage and I think the country should be more equal in the technology otherwise there are only going to be a select few countries that are winning every time because of the access to this technology. Evidence to supports my argument can be found in the link attached showing that things a simple as shoes were being used and taken advantage of to give runers and sprinters an unfaire advantage against others.
