Should modern sport test not just natural talent, but also training methods and technology, or does that make competition unfair?

You could use a bit of tecnology to improve the preformance of the athlete. but it could also be unfair sometimes because some countrys dont have enoughf money to buy all the tecnology that they need but on the otherside dubie,India and america and some countrys win medals due to their tecnology but some countrys are losing due to their tecnology and i come to statement that it is not fair to use any type of tecnology in the winter games you can only do stoughf like verry severe training to win those medals .
