Should a country’s first responsibility be to help its own citizens or to help people in need around the world?

International aid and global alliances I believe that a country's first responsibility should be to help its own citizens.
A supporting factor for that is that the people that have decided to dwell on that country expect that if something happens the government should first help them.
Another reason is that the goverennt is responsible for its own people, If there are problems like poverty or unemployment, the government should be able to help those people out first and after help the people around the world because a country cannot succeed if its own citizens are struggling!!
